What this project is really about
Halloway is on the portfolio radar before it has a public product shape. The useful work right now is foundation: a small FastAPI service, clean agent instructions, GitHub settings that match the rest of the No Evil projects, and Railway deployment files ready for the first real feature.
That makes the project visible to the operating system around it without overexplaining what it is not yet. Once the product direction gets sharper, this entry should trade the scaffold language for the actual story.
